LIBERIA JOINS SMART AFRICA ALLIANCE AS 43RD MEMBER, ADVANCING PRESIDENT BOAKAI’S DIGITAL TRANSFORMATION AGENDA

Smart Africa Alliance is a continental grouping of African governments, international organizations, and private sector partners committed to accelerating socioeconomic development through digital technology. The Alliance carries a vision to transform Africa into a single digital market by 2030 through enhanced connectivity, digital public services, innovation, and cross-border cooperation.

The admission, secured with the approval of His Excellency President Joseph Nyuma Boakai, Sr., was completed by the Liberian delegation on the margins of the Global AI and Digital Summit in Seoul, South Korea.

Liberia’s membership represents a strategic step toward strengthening the country’s engagement with continental efforts to accelerate digital development, promote technological innovation, and expand Africa’s participation in the global digital economy.

The Liberian delegation is headed by Hon. Samuel A. Stevquoah, Minister of State for Presidential Affairs and Chief of Staff to the President. Other members include Honorable Sekou Kromah, Minister of Posts and Telecommunications, and Mr. Sheikh Sheriff, Liberia’s Chief Information Officer.

As the Alliance’s 43rd member, Liberia is positioned to deepen cooperation with African governments and development partners, exchange technical expertise, and explore strategic partnerships that support the country’s digital priorities. Liberia’s membership creates opportunities to strengthen national capacity in digital infrastructure, technology skills, cybersecurity, innovation, and digital governance.

Through collaboration with the Alliance and initiatives such as the Smart Africa Digital Academy, Liberia is poised to pursue capacity-building opportunities for public officials, young people, and entrepreneurs. These efforts are expected to support the development of a skilled workforce capable of contributing to the country’s digital economy and the modernization of public institutions.

The membership also provides a platform to explore partnerships for expanding broadband connectivity, strengthening secure data infrastructure, and improving the interoperability and efficiency of government digital systems.

For the private sector, closer engagement with continental technology networks could create pathways for Liberian entrepreneurs and innovators to access new markets, develop business partnerships, attract investment, and participate more actively in Africa’s expanding digital economy.

Cooperation in artificial intelligence, data governance, and cybersecurity will also be important to ensuring that Liberia’s digital transformation is secure, inclusive, and responsive to national needs. These areas offer opportunities to advance technology-enabled solutions in agriculture, education, healthcare, and public administration while promoting responsible innovation and protecting citizens’ information.

The Government acknowledges that the full benefits of membership will depend on sustained implementation, the identification of priority projects, effective institutional coordination, and the mobilization of the resources that are required to deliver measurable results.

Liberia’s admission to the Smart Africa Alliance reinforces the digital transformation agenda of President Joseph Nyuma Boakai, Sr., including efforts undertaken pursuant to Executive Order No. 163, which established the Office of Technology, Digitalization and Innovation within the Presidency last April to coordinate government digital modernization.

This development aligns with the Administration’s commitment to strengthening public institutions, improving government efficiency, and leveraging technology to expand access to essential services and economic opportunities.

Through participation in the Alliance, Liberia will benefit from a broader platform to engage in continental digital policy discussions, learn from successful initiatives across Africa, and pursue technical cooperation consistent with the country’s development objectives.

The Administration views digital transformation not merely as a technological undertaking but as an important instrument for improving governance, strengthening service delivery, empowering young people, and creating an enabling environment for private sector growth.

Liberia’s entry into the Smart Africa Alliance underscores the country’s determination to participate actively in shaping Africa’s digital future while pursuing solutions that address its own development priorities.
The Government will seek to build on this milestone through strategic partnerships, institutional collaboration, and practical initiatives that advance digital inclusion, innovation, and economic development.

The Executive Mansion emphasizes that the significance of this membership will ultimately be measured by the opportunities it creates for the Liberian people and the tangible improvements it supports in the delivery of public services and the growth of the national economy.
