President Boakai signs the 2026 Presidential Performance Contracts with Heads of Agencies, highlighting accountability, transparency, and results-driven governance under the ARREST Agenda

Executive Mansion, Monrovia –  President Joseph Nyuma Boakai, Sr., has emphasized his Administration’s focus on accountability, transparency, and results-driven governance as he presided over the Presidential Performance Contract Signing Ceremony held at the Ministerial Complex.
 
The ceremony, which took place at the EJS Ministerial Complex in Congo Town, on Monday, April 21, 2026, marked another significant milestone in the institutionalization of the Performance Management and Compliance System (PMCS), a flagship reform initiative launched in October 2024 under the Boakai Administration. 
 
The PMCS, managed by the Cabinet Secretariat, is designed to strengthen service delivery across government by ensuring that public institutions operate with clear targets, measurable outcomes, and accountability to the Liberian people.
 
Aligned with the ARREST Agenda for Inclusive Development, the PMCS provides a comprehensive framework for Ministries, Agencies, Commissions, and State-Owned Enterprises to define performance standards, improve operational efficiency, and report transparently on progress.
 
In his remarks, President Boakai stated that the PMCS has transitioned from a policy concept into a fully operational system guiding how government institutions deliver services.
 
“The PMCS is no longer an idea; it is now an active framework shaping institutional performance and service delivery across government,” the President declared.
 
Reflecting on progress made, the President highlighted the successful completion of the second national appraisal cycle under the PMCS. He noted that while several institutions demonstrated strong leadership and achieved measurable results, others are being provided the necessary support to strengthen their systems and improve performance outcomes.
 
President Boakai commended high-performing institutions from the 2025 cycle, describing their achievements as setting a national benchmark for excellence within the public sector.
 
He further noted the significance of the contract signing ceremony, stating that it represents a public commitment to results.
 
“This ceremony is a clear demonstration that performance matters. It is a commitment to measurable targets and to delivering meaningful results for our people,” he said.
 
The Liberian leader added that his Administration will continue to promote a culture of accountability, enhance service delivery mechanisms, and empower citizens to actively monitor and provide feedback on government performance.
 
President Boakai also expressed appreciation to the Caninet Secretariat, cabinet ministers, heads of government institutions, and public servants for their dedication to the reform process. He extended special recognition to the United Nations Development Programme for its sustained technical and institutional support.
 
As of April 2026, all participating institutions have finalized their performance targets and completed contract development for the 2026 PMCS cycle, with the President having formally signed the agreements.
 
The Government of Liberia remains focused on advancing governance reforms that promote efficiency, accountability, and improved service delivery for all citizens.
