“Behind Every Dollar Stands a Liberian,” President Boakai Declares”~ Pledges Accountability as Government Raises More than US$1 Billion in Revenue Collection
The President said his Administration does not view this milestone as just a number on the Government’s ledger,”noting that, “Behind every dollar stands a Liberian.”
The Liberian Leader went on to vow that his Government will continue to ensure that every dollar generated delivers results Liberians can see and feel. “This moment must go beyond recognizing the billion-dollar record high to its impact on the day-to-day livelihood of every Liberian,” the President remarked.
For the first time in Liberia's 179-year history, the nation, without borrowing and without foreign aid, has raised more than one billion United States dollars in domestic revenue in a single year.
President Boakai attributed this feat to the work of Commissioner General Dorbor Jallah and his Team at the Liberia Revenue Authority (LRA), the Ministry of Finance and Development Planning, a whole-of-government approach, and the resilience of the Liberian people as well as other revenue-generating institutions.
Addressing the nation on Monday, September 14, 2026, for the collective national effort in ensuring the Government's projected one billion budget was achieved, the Liberian Leader lauded Liberians, noting that this revenue was mobilized at home through honest and lawful taxes, duties, fees, and other lawful payments from people and businesses for Liberia’s development.
President Boakai averred that the Government, in alignment with its ARREST Agenda for Inclusive Development (AAID), and the commitment to broad-based economic participation, is considering, in the very near future, the setting aside of a portion of revenues through a dedicated Special Purpose Vehicle (SPV) to provide affordable financing for Liberian-owned businesses and to support other critical sectors of the economy.
Reflecting on the history of domestic revenue collection, the President recounted that annual revenue generation stood at approximately US$612 million in 2023. The at the inception of President Boakai Administration in 2024, revenue rose to about US$699 million, from where it climbed to US$848 million in 2025.
With pride the President disclosed that, in the first nine months of 2026, the Administration has surpassed one billion dollars and is well on course to reaching the projected annual budget target of US$1.3 billion by the end of December.
President Boakai explained that this achievement has come at a time of significant global uncertainty.
He touted Government’s efforts in its work to stabilize prices and ensure a steady supply of rice and fuel, despite the crisis in the Middle East, disruptions to the free movement of goods, and the resulting pressures on global trade. He added that the efforts have helped protect Liberians from greater economic hardship and have strengthened the foundation for this historic milestone in domestic revenue generation.
Looking ahead, the Liberian Leader projected that the achievement of the one-billion-dollar budget has the huge potential of impacting the lives of Liberians at every stratum of the society.
In laying out some of the benefits that this revenue boost may have, the President pointed to plans for ordinary market women to receive support to improve their conditions; civil servants experiencing a reversal of the harmonization of their salaries; young students receiving quality education and a conducive environment for learning. He also mentioned the supply of medicines to hospitals, as well as keeping doctors, nurses, teachers, and other public servants at their duty stations.
The President added, “It must also accelerate improvements in learning conditions and renovate facilities at public schools and the University of Liberia.”
The President revealed that previously the budget has enabled the Government to raise salaries for more than 23,000 public service workers and officials in health, public works, the security sector, the Judiciary, the General Auditing Commission (GAC), the Liberia Anti-Corruption Commission (LACC), and further placing more than 3,400 long-serving volunteer teachers and health workers on the national payroll. Additionally, he said, it strengthens the Liberia Drug Enforcement Agency in the fight against dangerous drugs, supports the recruitment and training of 600 new Armed Forces personnel and creates skills and livelihood opportunities for young Liberians.
The President concluded by appreciating Liberians for their contribution to the national budget and urged the nation not to be weary till the nation is developed and its full potential is actualized.
